Quest cards versus optional chores
Four achievements complete a named town: Homey Happenings, Flourishing Fulfillment, Rural Retreat, and Waterway Wanderer. Stamp Savant completes every quest in the game. Those five are the bus-and-journal cluster. Filter by town to see only that cluster plus local chores such as Make Toast, Rage Room, Scholar, and Picking It Up.
Everything else is optional in the sense that Steam never ties it to a region quest card. Climbing, falling, radio jingles, clothing, photo frames, sights, critters, and the group shot can wait. They still sit on the same 23-row board, and several of them sit under 20 percent global.
Percentages are Steam community globals, not a studio difficulty rank. Homey Happenings at 93.4 percent means almost everyone finishes Homelanda's quests. Playing Dressup at 8.5 percent means the wardrobe is the long job. GameRant counts 39 clothing items; Steam never prints that number on the achievement row.

Which achievements actually gate the next region?
None of the Steam rows say they punch the bus ticket. The journal stamps do. The four regional 'complete all the quests' achievements are the official 'this town is done' flags. If Homey Happenings has not popped, you are missing a Homelanda quest, which is also why the bus may still be closed.
Why is Experience TOEM in Beyond instead of a town?
The description is 'Witness The Whirling Birch Bloom'. That name is first-party and is not Homelanda, Cropten, Taletorp, or Deltburg. Guide sites sometimes attach it to a fifth stop. The Beyond filter exists so the Bloom is not filed as a Deltburg library book.
